Mitsubishi Estate-Led Consortium Completes New Izumi Ward Office in Sendai, Its First Government Building Under Facility Purchase Method

The new Izumi Ward Office building that a business consortium led by Mitsubishi Estate has been developing in Izumi-Chuo, Izumi-ku, Sendai, was completed on October 30, 2026, and handed over to the City of Sendai on the same day. It was developed under the facility purchase method, in which the city buys a building designed and constructed by a private operator after completion, and it is Mitsubishi Estate's first government building developed under this method. The new building is scheduled to open to the public in late January 2027.

Directly connected to Izumi-Chuo Station on the Sendai Subway Namboku Line, the new building has six floors above ground and two below. It has a ward residents' hall on the east side of the first floor and meeting rooms on the fifth floor that are also intended for use by residents. The building features a seismic isolation structure and is equipped with emergency power generation equipment that can operate for more than 72 hours. Mitsubishi Jisho Design handled design and supervision, and a joint venture of Shimizu Corporation and Abe Kensetsu handled construction.

The project aims to reduce the city's financial burden and revitalize the Izumi-Chuo district by making effective use of the site in conjunction with the reconstruction of the old ward office building, which was more than 40 years old. The City of Sendai solicited proposals for the project as one introducing private-sector vitality and in February 2022 selected the consortium led by Mitsubishi Estate. The member companies are Tohoku Rokin, Yamaichi Jisho, Mitsubishi Jisho Design, Shimizu Corporation, Abe Kensetsu, Mitsubishi Jisho Parks and Mitsubishi Estate Property Management. According to materials from a City of Sendai briefing for residents in November 2024, the scheduled acquisition price of the new building is approximately JPY 13.2 billion.

Within the block, Tohoku Rokin is developing a private facility housing its headquarters functions, a branch, medical institutions and other uses on part of the site it acquired from the city. According to city materials, the facility is expected to have 11 floors above ground and a gross floor area of approximately 6,350 tsubo (approx. 226,000 sq. ft.), and Tohoku Rokin plans to move its headquarters functions there. On the site of the old ward office building, Mitsubishi Estate and Yamaichi Jisho are planning a facility that includes residential functions. Demolition of the old building and development of a residents' plaza and parking will proceed in stages, with completion of the entire block targeted within fiscal 2029.
