Three-Tower Redevelopment Totaling 74,000 Tsubo Advances in Shibuya's Sakuragaoka With Tokyu Land

City planning procedures are underway for the Next Shibuya Sakuragaoka District Category 1 Urban Redevelopment Project in Sakuragaokacho, Shibuya-ku, Tokyo, which will build three high-rise towers with a total gross floor area of approximately 73,570 tsubo (approx. 2,617,800 sq. ft.). A redevelopment preparatory association was established in 2018, and Tokyu Land is participating as a business partner. Construction is scheduled to begin in fiscal 2030, with completion scheduled for fiscal 2036.

The site is on the southwest side of Shibuya Station, adjacent to Shibuya Sakura Stage. The district area is approximately 6,660 tsubo (approx. 237,000 sq. ft.). The central Block A will have a 35-story building with two basement levels, approximately 180 meters high, with a gross floor area of approximately 56,420 tsubo (approx. 2,007,600 sq. ft.), used mainly for offices and including retail, a hall, an industry support facility and a bus terminal. Block B will be a 17-story building with one basement level, approximately 90 meters high, with a gross floor area of approximately 3,420 tsubo (approx. 121,700 sq. ft.), housing educational facilities and retail. Block C will be a 26-story building with one basement level, approximately 120 meters high, with a gross floor area of approximately 13,730 tsubo (approx. 488,600 sq. ft.), housing residences, offices, a hotel and retail. The planned floor area ratio for the entire project is approximately 1,230%.

Block A will have a three-berth bus terminal for highway buses and other services. Demand forecasts indicate a shortage of eight bus berths around Shibuya Station, and together with five berths being developed in the Shibuya 2-chome West District, the project will make up the shortfall. The project will also include an industry support facility aimed at developing human resources in the music field and a hall with a standing capacity of about 2,000 people. Because the district contains many buildings constructed before the 1981 New Earthquake Resistance Standards and has elevation differences of up to about 12 meters, the blocks will be reorganized and a pedestrian network and plazas connecting to the Shibuya Station area and elsewhere will be developed.

The landowners launched a community development study group in November 2008, which led to the establishment of the preparatory association 10 years later. In May 2026, the project entered the National Strategic Special Zone framework, and in July the preparatory association submitted a proposal to Shibuya Ward. The ward held an opinion exchange meeting on October 30 on the draft city plan, including changes to the district plan, and will accept comments until November 9. Going forward, procedures toward a city planning decision will proceed using the National Strategic Special Zone framework.
