Tokyu Land–Led Consortium Selected to Advance Redevelopment Planning for Kitakawaramachi Itcho District in Sakai

The consortium formed by Tokyu Land Corporation, Mitsubishi Estate Residence Co., Ltd., and Kanden Realty & Development Co., Ltd. has been selected as a project partner by the Kitakawaramachi Itcho District Urban Redevelopment Preparatory Association in Sakai City. The consortium will begin preliminary work to explore the potential for an urban redevelopment project in the Kitakawaramachi Itcho District, located within the “Kawaramachi Park Surrounding Zone,” and support the formulation of the basic plan.

The project site is a four-minute walk from Sakaihigashi Station on the Nankai Koya Line, covering an area of approximately 1.0 hectares. The district is zoned for commercial use with an 80% building coverage ratio and a 400% floor area ratio, and is designated as a fire protection zone, parking facility development district, urgent urban revitalization zone, and both an urban function誘導 area and residential誘導 area under the location optimization plan. The anticipated schedule targets urban planning approval in FY2026, establishment of the redevelopment association in FY2027, approval of the rights conversion plan in FY2028, and site handover and construction commencement in FY2029.

The district concept calls for developing commercial and service facilities that function as a core for the Sakaihigashi area, introducing urban residential uses, and creating public plazas that foster interaction and relaxation. By promoting residential development for younger households and families, integrating commercial functions that coexist with the local shopping street, and enhancing pedestrian circulation and bicycle parking, the plan aims to improve walkability and overall transportation convenience.

The area around Sakaihigashi Station is positioned in the “Osaka Urban Development Grand Design,” formulated jointly by Osaka Prefecture, Osaka City, and Sakai City, as a district that drives Osaka’s growth alongside the city center. With large-scale initiatives progressing—including the Osaka-Kansai Expo, IR development, International Financial City OSAKA, Super City initiatives, and regional infrastructure such as the Linear Chuo Shinkansen and Hokuriku Shinkansen—the district is moving forward with project planning led by local stakeholders.
