Chuo-Nippon Land Building Joins Large-Scale Mixed-Use Redevelopment Directly Connected to Toranomon Station, With Height of Approx. 179 Meters

Urban planning procedures have begun for the redevelopment plan in the Kasumigaseki-Toranomon district, in which Chuo-Nippon Land Building is participating. In the approximately 1.4-hectare project area adjacent to Toranomon Station on the Tokyo Metro Ginza Line, the project will develop a 28-story office tower rising about 179 meters above ground in District A and a 12-story office-and-retail building in District B as an urban regeneration project under the National Strategic Special Zone program. Construction is scheduled to begin in fiscal 2031, with completion targeted for fiscal 2036.

The total gross floor area for the overall district will be about 161,200 square meters (approx. 48,760 tsubo) (approx. 1,735,360 sq. ft.). Against a designated floor-area ratio of 800%, District A is planned at approximately 1,600%. Primary uses will include offices, retail, and business support facilities. The project will also strengthen transportation hub functions by relocating a station entrance within the site, widening the unpaid concourse area, and extending the underground pedestrian network from Toranomon Hills Station.

In the Toranomon area, Mori Building has completed the five-building Toranomon Hills development, in which it invested about JPY 700 billion, and plans to submit an urban planning proposal in 2026 for the Toranomon 3-chome Project. The project sponsors position the current plan as the “last piece of the puzzle” in infrastructure improvements around Toranomon Station.

The plan will also include a tentative Global Public-Private Partnership HUB to support the development of international standards and private-sector certification rules, as well as residential and stay-type functions for startups. On the environmental side, the project will use natural energy through environmental voids and pursue decarbonization initiatives. In terms of disaster preparedness, it is planned to secure electricity for 72 hours during emergencies and provide facilities to accommodate people unable to return home.
