Edogawa Redevelopment Association Established for Large-Scale Project Near Funabori Station

Nippon Steel Kowa Real Estate Co., Ltd. and Tokyo Tatemono Co., Ltd. established the Funabori 4-Chome District Urban Redevelopment Association on July 27, 2025, for a Type 1 Urban Redevelopment Project in the Funabori 4-chome area of Edogawa Ward, Tokyo.

The project is located adjacent to Tower Hall Funabori, on the north side of the Toei Shinjuku Line’s Funabori Station. It is a large-scale redevelopment totaling approximately 119,000 ㎡ (approx. 1.28 million sq. ft.) of gross floor area. The site is divided into northern and southern blocks. The northern block will house a new government building consolidating Edogawa Ward's main offices, while the southern block will feature a private-sector building including approximately 400 residential units, retail and office space, and a childcare facility.

Since forming a preparatory association in FY2020 and obtaining urban planning approval in FY2023, the project has now progressed to the association establishment phase. The developers aim to secure approval for rights conversion and begin demolishing existing structures in FY2026, break ground in FY2027, and complete construction by FY2030.

The plan addresses the need to replace the current ward office, which is over 60 years old and facing structural and equipment deterioration, while also improving flood resilience for the area. The two towers and surrounding public facilities will be connected via pedestrian decks elevated above the maximum projected flood level. This design ensures both daily walkability and safe evacuation routes in case of disaster.
