JR Tokai Real Estate and Takara Leben have launched a condominium development project, Le Art Matsudo Novark Hill, in Matsudo, Chiba Prefecture. The project will redevelop and convert the former Matsudo Flat company housing facility owned by JR Tokai Real Estate which is no longer needed following consolidation of the company’s employee housing.The property will reopen as a for-sale condominium after renovation, with a model room scheduled to open in spring 2026.

The building was originally completed in March 2013 and consists of a seven-story reinforced concrete structure with 91 residential units, including one management office and one community lounge. Unit sizes range from 61.01 to 73.23 square meters, with layouts from 1LDK+S to 3LDK. The development provides 91 surface parking spaces—equivalent to 100% parking coverage—along with four visitor spaces and two management spaces. It is located a 25-minute walk or about a 12-minute bus ride from Matsudo Station on the JR Joban Line and Shin-Keisei Line.

JR Tokai Group plans to expand this renovation-for-sale model to other former company housing assets in cities such as Shizuoka and Takatsuki. JR Tokai Real Estate aims to build a development model that leverages existing housing stock rather than relying solely on new construction.

Renovating existing buildings can reduce construction waste and CO₂ emissions by an estimated 20% to 50% compared with new construction. The property sits in a low-rise residential zoning district and occupies a corner lot with roads on three sides, offering an open feel and unobstructed views. Upgrades include modern kitchen systems and built-in dishwashers, aiming to balance environmental performance with residential comfort.
