Kasumigaseki Capital Breaks Ground on Automated Frozen Warehouse in Kobe

LOGI FLAG TECH Kobe Yasedai I, an automated frozen warehouse for which Kasumigaseki Capital Co., Ltd. has been commissioned to provide asset management services, broke ground on March 16, 2026. Completion is scheduled for February 2028. With a gross floor area of approximately 5,823 tsubo (approx. 206,758 sq. ft.) and storage capacity of approximately 15,000 pallets, the facility will be about 3.5 times the scale of the company’s Tokorozawa facility completed in 2024, which has capacity for about 4,200 pallets.
The facility will be a two-story steel-frame automated warehouse. The first level will house truck berths and a cargo handling area maintained at approximately +5°C, while the second level will contain a frozen storage zone maintained at -25°C, with automated racks installed in a space featuring a ceiling height of approximately 30 meters. The frozen storage area is designed so that personnel do not need to enter on a routine basis, and the facility will use natural refrigerant cooling equipment in anticipation of fluorocarbon regulations coming into effect in 2030. The site is about 1 kilometer from Fusehata IC on the Kobe-Awaji-Naruto Expressway and about a seven-minute walk from Sogo Undo Koen Station on the Kobe Municipal Subway.
The company is rolling out multiple automated frozen warehouses across Japan. In addition to completing facilities in Tokorozawa and Hachinohe in 2024, it is also advancing developments at two sites in Higashi-Ogishima, Kawasaki, as well as in Koshigaya, Fukuroi, Nagoya, Osaka Nanko and Malaysia. It has established an integrated “three-in-one” model covering development, system operations and in-warehouse cargo handling, and uses its proprietary “COLD X NETWORK” platform to complete processes from inbound and outbound shipments to inventory control entirely via the web.
While Japan’s domestic cold chain market is projected to grow to $70.3 billion by 2033, new supply has been slowing due to 2030 fluorocarbon regulations and labor shortages. Facilities such as this one, which combine natural refrigerants with labor-saving operations, are attracting attention as a response to these structural challenges.
