Hulic to Develop One of Japan’s Largest Multi-Purpose Arenas in Makuhari, Targeting 2030 Opening

Hulic has announced plans to enter the sports and entertainment sector in earnest, with the development of a large-scale, multi-purpose arena in Makuhari Seaside Park, Chiba City. The facility will seat approximately 20,000 and is slated for completion and opening in 2030. The company aims to donate the facility to Chiba City upon completion under a “donation with conditions” scheme, and is exploring public-private partnership models to support long-term operation.
The new arena is designed to serve as the home venue for professional basketball team Altiri Chiba (B.League), while also accommodating music concerts, international events, and other large-scale entertainment functions. It will be located just a 3-minute walk from JR Keiyo Line’s Kaihin-Makuhari Station, within the A Block of Makuhari Seaside Park, a zone already known for high visitor traffic due to its proximity to Makuhari Messe and surrounding retail complexes. The project plans include a 6-story building with a height of approximately 40 meters and a gross floor area of roughly 15,125 tsubo (approx. 50,000 sq. ft.). A sub-arena featuring a full basketball court will also be built on site. The location offers convenient access to the Wangan-Chiba Interchange on the Higashi-Kanto Expressway, just 3 minutes by car.
Hulic has positioned sports and entertainment as one of the strategic focuses in its current mid-term management plan. In this project, Hulic will develop the arena independently, donate it to the city, and continue operating it as the designated manager. The company aims to generate revenue from ticket sales and sponsorships while contributing to regional revitalization and enhancing its corporate brand value.
