ORIX Real Estate-Led Consortium Starts Full-Scale Construction on Kobe City Hall Building No. 2 Redevelopment

A consortium led by ORIX Real Estate Corp. will begin full-scale construction in June 2026 on the Kobe City Hall Main Building No. 2 Redevelopment Project, located within walking distance of Sannomiya Station. Consortium members include Hankyu Hanshin Properties Corp., Kanden Realty & Development Co., Daiwa House Industry Co., Fuyo General Lease Co., Takenaka Corp. and Yasuda Real Estate Co. Completion is scheduled for September 2029.
The project will replace Kobe City Hall Main Building No. 2, which is more than 60 years old. The project site is located between the area around Sannomiya Station and the waterfront area. The facility will be redeveloped to include city hall functions, retail space, a rooftop garden, offices and a luxury hotel. The building will have 29 floors above ground and two basement levels, with a Gross Floor Area of approximately 23,208 tsubo (approx. 825,800 sq. ft.).
Conrad Hotels & Resorts, Hilton’s luxury hotel brand, will occupy floors 20 through 28 and part of the fourth floor, marking the brand’s first location in Hyogo Prefecture. The hotel will be named Conrad Kobe and is scheduled to open in 2030 with 136 guestrooms. The office component will be located on floors nine through 18, offering approximately 500 tsubo (approx. 17,800 sq. ft.) of leasable area per floor and accommodating divisions as small as approximately 45 tsubo (approx. 1,600 sq. ft.).
Large-scale mixed-use developments are under way around Sannomiya Station. Kobe Sannomiya TWINGATE, with 32 floors above ground and three basement levels, is scheduled for completion in December 2027, while the tentatively named JR Sannomiya New Station Building, with 30 floors above ground and two basement levels, is scheduled for completion in fiscal 2029. As transportation hub functions are being renewed around the station, this project will add business, lodging and public functions on the former foreign settlement and waterfront side. It is a symbolic project showing that Sannomiya’s redevelopment is expanding from station-front rebuilding to broader functional renewal that includes the southern side of the city center.
