Hulic and JAL to Jointly Develop Japan’s First Integrated International Logistics Hub “WING NRT” in Narita

Hulic Co., Ltd. and Japan Airlines Co., Ltd. (JAL) announced on July 15 plans to jointly operate an international logistics hub, “WING NRT,” in the Shimofukuda district of Narita City. The facility, scheduled to open in March 2029, will be Japan’s first integrated project combining an air cargo terminal and a logistics warehouse. Leveraging the completion of Narita Airport’s third runway, the project aims to strengthen the Tokyo metropolitan area’s role as a logistics hub and enhance supply chain sophistication.

The development site spans approximately 136,000 tsubo (approx. 4.5 million sq. ft.) of pre-graded land, with construction scheduled to begin in 2027. The facility will have a total gross floor area of approximately 127,000 tsubo (approx. 4.2 million sq. ft.), including 45,000 tsubo (approx. 1.5 million sq. ft.) dedicated to a bonded air cargo terminal equipped with cold storage, temperature-controlled warehouses, and automated storage systems. With direct access to the Higashi-Kanto Expressway Narita IC and the planned extension of the Kita-Chiba Road (scheduled for completion by FY2028), bonded cargo can be transported from the airport to the facility within roughly 10 minutes—a key competitive advantage.

The project site is the first in Chiba Prefecture to receive approval as a priority promotion zone under Japan’s Act on Strengthening Industrial Competitiveness, offering tax incentives and infrastructure support to attract logistics-related companies and create new employment opportunities.

For Hulic, this represents another step in diversifying beyond its traditional asset classes, following its JPY 10 billionacquisition of the land underlying the Tokyo CPF regenerative medicine hub in Hamura (June 2025) and its planned 20,000-seat arena development at Makuhari Seaside Park (targeted for 2030 opening). Meanwhile, JAL plans to install cutting-edge technologies at the bonded terminal to expand its high-value cargo handling, particularly for pharmaceuticals and perishables, thereby increasing cargo-postal revenue opportunities and reducing lead times.
