NTT Urban Development and TEPCO Power Grid Break Ground on Large-Scale Mixed-Use Tower “NTT Hibiya Tower”

NTT Urban Development and TEPCO Power Grid, Incorporated have commenced construction on NTT Hibiya Tower, a major mixed-use high-rise within the “Uchisaiwaicho 1-Chome District (Central Zone),” a core component of the TOKYO CROSS PARK masterplan. The project will deliver a blend of office, industrial support facilities, a hall, retail, banquet space, and hotel uses, with completion slated for late October 2031.
The site sits adjacent to Hibiya Park with a direct underground connection to Toei Mita Line Uchisaiwaicho Station. It will also connect via underground pathways to Shimbashi, Kasumigaseki, Hibiya, and Yurakucho stations. The tower will rise 48 stories above ground with 6 basement levels, delivering a Gross Floor Area of approx. 109,200 tsubo (approx. 3,610,000 sq. ft.). Floors 11–42 will house large-scale office space totaling approx. 46,000 tsubo (approx. 1,520,000 sq. ft.), with typical floor plates of approx. 1,600 tsubo (approx. 53,000 sq. ft.). Industrial support facilities and a 400-seat hall will occupy floors 7–10, while the lower floors will incorporate retail and banquet functions, and the upper floors will feature a hotel.
NTT plans to consolidate its headquarters back to Hibiya—where its predecessor, Nippon Telegraph and Telephone Public Corporation, established its head office in 1961—upon completion of the tower. Leveraging the next-generation information and communications platform IOWN, the building aims to support a high-speed, low-latency, energy-efficient office environment and serve as a hybrid hub that integrates physical and remote experiences.
The district comprises three zones—North, Central, and South—and will connect seamlessly with Hibiya Park through elevated public spaces, including a rooftop park spanning above roadways and a 31-meter-high podium-level plaza. As a nexus linking Otemachi, Marunouchi, Yurakucho, Ginza, Kasumigaseki, and Shimbashi, the development will anchor a next-generation smart city jointly created by ten participating companies.
