Large Public Plaza Opens at Redevelopment of Former University of Tokyo Site by Nomura Real Estate, Partners

Nishichiba Campus Park, a large public plaza in Chiba Manabi no Mori, a major mixed-use development district being developed by Nomura Real Estate Development, Mitsubishi Jisho Residence and four other companies on the former site of the University of Tokyo’s Nishichiba Campus, opened July 1, 2026. Ahead of the district’s grand opening in spring 2027, the developers completed the approximately 1.2-hectare plaza in the center of the district, along with pedestrian circulation routes.
The project site is located near JR Nishichiba Station and adjacent to Chiba University’s Nishichiba Campus. The surrounding area is a residential neighborhood with a concentration of housing complexes and detached homes. The project will redevelop an approximately 7.5-hectare site. In addition to the plaza that opened this week, the plan calls for for-sale condominiums, detached homes, senior housing with services, student apartments, retail facilities, a mixed-use facility and a nursing care facility, forming a new residential district with approximately 1,300 units. Sales have begun for part of the for-sale condominium component, and the Kasumi Nishichiba supermarket opened in May 2026.
The area around Nishichiba Station is a residential district with a concentration of educational institutions, including Chiba University, and offers access to Chiba Station in one stop. Average asking rents for rental apartments within a 10-minute walk of Nishichiba Station have increased about 20% over the past three years, from approximately JPY 6,800 per tsubo to approximately JPY 8,200 per tsubo, indicating resilient residential demand in the area. Meanwhile, only two rental housing properties with more than 100 units had previously been supplied in the area, according to research conducted by the editorial team based on estie Residential Research. The project aims to capture a broad range of residential demand by developing 831 for-sale condominium units, senior housing and student apartments in an integrated manner on a large site near the station.
